Maritime Authority Standard for Pilotage Services
The purpose is to establish guidelines for pilotage services in waters under Brazilian jurisdiction. The Director of Ports and Coastlines, as the representative for the National Maritime Authority, has the power to regulate pilotage services, establish Pilotage Zones, in which pilotage is mandatory or optional, and specify the ships that do not require pilotage services.

LESTA
An Act that establishes Waterway Traffic Safety in waters under Brazilian jurisdiction and other provisions. This Act has a specific chapter on Pilotage Services whereby such services are defined as advisory services, thus clearly outlining the relationship between Pilots and Captains, reserving for the Captain his insoluble rights, his authority and responsibilities; it also establishes the requirements for the training of Pilots, upon examinations and intern training while permitting a person to apply in only one Pilotage Zone; it establishes the maintenance of a Pilot’s license to the performance of a minimum number of maneuvers and assures that every Pilot will freely exercise his duties. This Act also classifies pilotage as an essential activity to be permanently available and stipulates the form in which the Maritime Authority may intervene, which may establish the number of Pilots per Pilotage Zone, set the price for the service and request pilots’ services. Based on the essential nature of the services, the Pilot is obliged to attend to service needs under penalty of job suspension or cancellation of the Pilot’s license.

RELESTA
Regulates the LESTA.
In the chapter related to Pilotage services, it defines the services, including that of the Pilot, Pilot’s boat, and Pilotage Station. Remuneration of services includes the above three items, setting that the price will be agreed upon by the parties involved, either separately or all three together; if no agreement can be reached, the Maritime Authority will set the price and guarantee the availability of the pilot for the services.
